How meaningful is the New Atlantic Charter?

The Atlantic Charter was a wartime pact between the US and the UK and set out post-war goals for both countries and the international community at large, while stressing a commitment to territorial integrity and democracy. In establishing this agreement US President Roosevelt made US support for Britain clear and in return the Atlantic Charter set the stage for the end of the British Empire. The Charter also laid the foundations for the establishment of the North Atlantic Treat Organisation (NATO), and the signing of the Declaration by United Nations, which established the UN. During the first meeting between UK Prime Minister Boris Johnson and US President Joe Biden at the 2021 G7 summit, the leaders signed a New Atlantic Charter, to reiterate the historic connection between the two countries and set out a new path in global international relations for the coming post-COVID era. How meaningful is the New Atlantic Charter? How does it compare to the Atlantic Charter? Are the outcomes of the Charter likely to be as historically significant?

As meaningful as the original

During Trump's tenure, the United States' relations with Western allies were deeply disturbed, this was mainly due to the "American First" foreign policy doctrine of former President Trump. After assuming the office of President, Mr Biden has affirmed his aspiration of re-establishing America as a prominent defender of the international world order, Biden's steps towards these commitments are noticeable in this New Atlantic Charter. The New Atlantic Charter (a 600-word document) embarked on the process of repairing and reaffirming the "special relationship" and joint commitment of the US and the UK on a range of issues. As stated in the overview, the Charter talks about issues like climate change, the COVID-19 crisis and the emerging role of technology. The main focus is laid on national security along the lines of the original Atlantic Charter, which was signed in 1941 and help establish the North Atlantic Treaty Organisation of 1949, the New Atlantic Charter is therefore very similar to the original and just as meaningful.

Utterly meaningless

The New Atlantic Charter was just a photo opportunity for the two men to Cosplay as their respective country's well respected wartime leaders, trying to utilise a war time spirit for the COVID pandemic. Considering Johnson has overseen one of the most disastrous government responses to the COVID pandemic globally, and that Biden basically won the election solely based on how badly Trump handled COVID and has failed to handle America's only way out of the pandemic, vaccinations, undermines their leadership credentials completely. No far from protecting "democracy" or the "rules-based order" that leaders like this so often claim to defend, Biden and Johnson will do nothing to challenge the figures that do pose a threat to democracy and the rules based order after the pandemic. Leaders like Hungary’s Viktor Orbán, Turkey’s Recep Tayyip Erdogan, Israel’s Benjamin Netanyahu, Brazil’s Jair Bolsonaro and Saudi Arabia Mohammad bin Salman will not be challenged from this meaningless press circus.

Its laughable that these two politicians want to outwardly position themselves as global leaders of this new post-pandemic era when both are some of the most inept and self serving leaders we have seen in decades. Both men are firmly committed to undermining the welfare that the original Atlantic Charter was seeking to establish, never mind the lofty goal of collaborate to strengthen health systems and advance health protections in the New Atlantic Charter. The issue of healthcare is where this hypocrisy becomes most apparent, with one man fundamentally against universal healthcare and the other who has done everything in his power to undermine and privatise national healthcare. Any commitments to strengthen healthcare systems following this pandemic sound meaningless from the mouths of Johnson and Biden.

Considering the US and UK are the world biggest arms dealers thought even the original goal rings hollow, and makes the New Atlantic Charter look just as unpromising. The New Atlantic Charter also seems the opposite of what voters have shown to have wanted in 2016, both the vote for Trump and the vote for Brexit were a rejection of liberal globalism, which makes this more of a declaration of return to that system than anything else. Just an unravelling of Trump rhetoric, but stays in a rhetorical space, and the reality may continue to oppose some of the charters goals.

Very necessary in current climate

The New Atlantic Charter is an effort to reset British American relationship after the Trump era, Boris Johnson was much closer to a Trump figure and enjoyed good relations with Biden’s predecessor. As a result of this Biden has often criticised Johnson for his sloppy approach which has put Northern Irish peace in jeopardy during the Brexit negotiations, and Biden has gone so far as to call Johnson a "physical and emotional clone" of President Trump [1]. The New Atlantic Charter gives both countries the space to reestablish their historic "special relationship” while reasserting their pledge to support international institutions while encouraging others to do so. This is a step back toward global cooperation from a brief period of inward looking isolationism which has threatened democracy, stability and seen influence shift away from these historic powers.
